Special Note Beginning with January 2011, State level sheep and lamb prices will be discontinued. Sheep and Lamb prices for the United States will be published based on data provided by the United States Department of Agriculture's Agricultural Marketing Service. February Farm Prices Received Index Increased 4 Points The preliminary All Farm Products Index of Prices Received by Farmers in February, at 168 percent, based on 1990-1992=100, increased 4 points (2.4 percent) from January. The Crop Index is up 12 points (6.5 percent) and the Livestock Index increased 4 points (2.9 percent). Producers received higher prices for corn, wheat, lettuce, and milk and lower prices for strawberries, cattle, broilers, and broccoli. In addition to prices, the overall index is also affected by the seasonal change based on a 3-year average mix of commodities producers sell. Increased monthly marketings of milk, cattle, broilers, and hogs offset decreased marketings of corn, soybeans, wheat, and cotton. The preliminary All Farm Products Index is up 33 points (24 percent) from February 2010. The Food Commodities Index, at 163, increased 5 points (3.2 percent) from last month and increased 29 points (22 percent) from February 2010. Prices Paid Index Up 3 Points The February Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 197 percent of the 1990-1992 average. The index is up 3 points (1.5 percent) from January and is 17 points (9.4 percent) above February 2010. Higher prices in February for feed grains, complete feeds, nitrogen, and diesel more than offset lower prices for LP gas and other services. All crops: The February index is 198, up 6.5 percent from January and 34 percent above February 2010. Index increases for feed grains & hay, commercial vegetables, food grains, and oilseeds more than offset the decrease for the fruits & nuts index. Food grains: The February index, at 261, is 20 percent above the previous month and 50 percent above a year ago. The February all wheat price, at $8.56 per bushel, is up $1.85 from January and $3.83 above February 2010. Feed grains & hay: The February index is 233, up 11 percent from last month and 52 percent above a year ago. The corn price, at $5.66 per bushel, is up 72 cents from last month and $2.11 above February 2010. The all hay price, at $116.00 per ton, increased $4.00 from January and $12.00 from last February. Sorghum grain, at $10.40 per cwt, is 95 cents above January and $4.96 above February last year. Upland cotton: The February index, at 146, is up 7.4 percent from January and 36 percent above last year. The February price, at 88.3 cents per pound, is up 6.1 cents from the previous month and 23.3 cents above last February. Oilseeds: The February index, at 217, is up 4.8 percent from January and 29 percent higher than February 2010. The soybean price, at $12.10 per bushel, increased 50 cents from January and is $2.69 above February 2010. Fruits & nuts: The February index, at 142, is down 2.1 percent from January and 5.3 percent lower than a year ago. Price decreases for strawberries, lemons, apples, and grapefruit more than offset the price increase for pears. Commercial vegetables: The February index, at 252, is up 31 percent from last month and 67 percent above February 2010. Price increases during February for lettuce, celery, tomatoes, and cauliflower more than offset price declines for broccoli, snap beans, onions, and sweet corn. Potatoes & dry beans: The February index, at 158, is up 4.6 percent from last month and 21 percent above February 2010. The all potato price, at $9.33 per cwt, is up 25 cents from January and up $1.99 from last February. The all dry bean price, at $28.20 per cwt, is up $2.50 from the previous month but $2.20 below February 2010. Livestock and products: The February index, at 141, is 2.9 percent above last month and up 15 percent from February 2010. Compared with a year ago, prices are higher for cattle, milk, hogs, calves, turkeys, and eggs. Prices for broilers are lower than last year. Meat animals: The February index, at 141, is up 0.7 percent from last month and 24 percent higher than last year. The February hog price, at $61.50 per cwt, is up $5.70 from January and $12.60 higher than a year ago. The February beef cattle price of $106 per cwt is down $1.00 from last month but $20.30 higher than February 2010. Dairy products: The February index, at 141, is up 10 percent from a month ago and 16 percent higher than February last year. The February all milk price of $18.40 cents per cwt increased $1.70 from last month and $2.50 from February 2010. Poultry & eggs: The February index, at 142, is up 0.7 percent from January but 2.1 percent below a year ago. The February market egg price, at 77.6 cents per dozen, increased 11.6 cents from January and is 0.1 cent above February 2010. The February broiler price, at 44.0 cents per pound, is down 1.0 cent from January and 3.0 cents below a year ago. The February turkey price, at 57.2 cents per pound, is up 0.8 cent from the previous month and up 8.1 cents from a year earlier. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey procedures: Primary sales data used to determine grain prices were obtained from probability samples of about 1900 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total United States production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and estimation procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a United States price based on expanded marketings. Recommendations are prepared by the State Field Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's preliminary price represents a 3-5 day period around the 15th of the month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of Agricultural Prices. Reliability: United States price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the United States relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The February Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) at 197 (1990-1992=100), is up 1.5 percent from January 2011 and 9.4 percent from February 2010. Production index: The February index, at 205, increased 1.5 percent from last month and 11 percent from last year. Higher prices in February for feed grains, complete feeds, nitrogen, and diesel more than offset lower prices for LP gas and other services. Feed: The February index, at 226, increased 4.6 percent from January and 27 percent from last February. Since January, prices are higher for feed grains, complete feeds, concentrates, supplements, and hay & forages. Livestock and poultry: The February index, at 153, increased 2.0 percent from last month and 21 percent from last year. Since January, prices are higher for feeder pigs and feeder cattle. The February feeder cattle price, at $127.50 per cwt, is up $1.20 from the January price. February feeder pigs averaged $200.00 per cwt, up $17.00 from January. Fertilizer: The February index, at 287, is up 3.6 percent from January and is 21 percent above February a year ago. Since January, prices are higher for nitrogen, potash & phosphate, and mixed fertilizer. Chemicals: The February index, at 145, increased 0.7 percent from January but is unchanged from last February. Compared with last month, prices are higher for herbicides, insecticides, and fungicides/other. Fuels: The February index, at 328, is up 2.8 percent from a month earlier and is 21 percent above February 2010. Compared with last month, prices are higher for diesel and gasoline but lower for LP gas. Machinery: The February index, at 232, is unchanged from January but is 2.2 percent above last February. Compared with last month, prices are higher for other machinery and self-propelled machinery. Consumer price index: The January 2011 Consumer Price Index, as issued by the Bureau of Labor Statistics, for all urban consumers (CPIU) increased 0.5 percent before seasonal adjustment to a level of 220.223 (1982-1984=100). The December index is 219.179. For the 12-month period ending in January, the overall index increased 1.6 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each March to represent all production input items purchased. The survey reference period for most items is the five business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and estimation procedures: The annual March Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and United States level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Field Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and United States levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of Agricultural Prices. The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely for March when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization for the March data are not designed directly to calculate sampling errors. However, analytical measures approximate the United States relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-1992 reference and base period replaced the 1977 reference and 1971- 1973 base weight period. Five-year moving average weights replaced the current fixed 1971-1973 base period weights. The 1910-1914=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-1992=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
